The Local Government Code bestowed both executive and legislative functions to the Sangguniang Barangay --- being the smallest unit of government.
Given this important role of the elected barangay officials, it is important to measure the legislative skills of the members of the Sangguniang Barangay against standards set forth by the DILG. The review, in turn, can determine further capacity building interventions needed by the barangay kagawads.

2. Inventory of needed capacity building interventions
